Just for clarification, what is the "Special Features" part of Nero?  For people installing Nero for the first time, what should they do or not do?

In the part of the installation where you pick which features to install/not install. You'll be familiar with this if you choose "Custom Install" a lot in application installers. There's a "Special Features" node you can choose to not install or remove from your current installation. Click on the icon next to the text "Special Features" and select "This feature will not be available" (or something v similar to that).

I have no idea.

If you open the Special Features node, just specifically uninstalling/not installing the Nero Fast CD-DVD Burning Plug-in sorted this problem for me.

From the name of it I'm guessing it provides a virtual folder to which you can send your burning projects directly from explorer or other applications instead of having to load up Nero.

The Microsoft hot-fix simply uninstalls the plugin by deleting the key:
HKCR\CLSID\{896E73F0-3851-11D3-AA54-00C04FD22F8C}
