I store my album art in same folder as its music files as "album.jpg". For many albums, I can see the artwork in "Action Window > File Properties > Image", but it is missing from the main window, e.g. "Audio > Albums".

What can I do to be able to see all the covers? Thanks.

Possibly some of your music files don't have correct cover art links. MC's cover art system is based on track images. Each album file must have a working track image link or alternatively the audio files must have an embedded cover art image inside the file tags.

For checking the image links you can add the "Image File" column to a view scheme. (Use the "details" mode.)

You could also try to erase and rebuild the cached thumbnails (Options > Tree & View > Thumbnails).
