i have loaded tcp pro 5 on a laptop. we logged on to the server from an internal ip address and it worked fine. we also have an external ip address that is used by salespeople and an outside office. when he logged on to the external address he recieved error 777 that the sequence # was duplicated. it is an internal id address (192....), we have run the configwizard again but it did not resolve the issue. what should we do to resolve?

I assume that when using the external address the user must be on a network with other PRO users. They all need unique sequence numbers. You can't have 2 license servers or they will pass out overlapping numbers. Pick one license server to be authoritative and rerun configwizard on the the PC's at the other site with that server.
