When a client station connects to a Citrix server to run SQL, has a license to connect to the Citrix system, but wants to access a SQL database on an external system that does not have a Citrix client license, does the external system (where the database to be accessed is stored) require a Citrix connection license?

I don't see where PRO fits into this however If the citrix machine is just making an SQL connect to a remote SQL server it shouldn't affect PRO at all.
