Winsock: Connect Failed

Company name is Air Pro, LLC. in Miami, Florida. We have an IBM AIX server with Windows XP Pro SP3 workstations running Dejawint 25-users. We powered off the server and workstations properly for electrical company maintenance. Restarted server and stations. Then Dejawint would not connect with the error: "Winsock: Connect failed". DHCP and DNS are provided by Windows 2003 R2 server and this server is accessible with no problems. Internet and in-house Exchange 2003 server working fine. Thank you in advance for your help. I spoke with our technician about our phone conversation.  He stated:  until you get Windows telnet to work, TCP Pro won't work.  It sounds like an issue on the unix server.
