When I try to connect I get a msg "couldn't open temporary directory file for reading".  I have ICE.TCP PRO version 5.1.26

Are you running as a normal (not limited) user?

Can you connect to other sites?? (like the default jriver site in the tree)??

How can I tell if I'm running in normal?  I'm using the FTP-Win file transfer.  When I start the program it ask for the host.  I don't know how to connect to the jriver site

Sorry, I thought you were running FtpPro. It looks like it's trying to create a couple of files:
tmpfile.tmp
tmpdsply.tmp
Either in your ICETCP4 directory, your root directory or your temp directory. Those would have to be writable. If you are a limited user, some of them will not be writable. Also, if you have a virus checker running all the time it could be preventing the creation of the temp files.

I would suggest looking to see if these places are writable. As an alternative you could install the 5.1 client which will include FtpPro and use that instead.

I wasn't able to get the FTP-WIN to work but I did have FTP-Pro and was able to figure out how to use it.

It's possible it was an active/passive port issue. Ftp-Win can only do active transfers. Ftp-Pro can do either. This controls which side opens the data connection. Some sites require passive transfers.
