keystrokes not displayed

ice-tcp connecting to unix server, vt-220 terminal emulation

keystrokes are not being displayed on the screen until you press enter.  this is only happening on one machine, and just recently started happening.  could be a hardware problem, but i was just wondering if anyone else had seen the same problem.

Check the telnet options under commands.
Send on every character and remote echo should be turned on.
