If i want to use jriver on a CAPS-like server running Win Server 2012 with 2 different DACs which require different drivers, can I load both drivers and just go back and forth by changing the audio device selection? I assume both drivers will remain available?

If both DACs are connected and you have correct drivers loaded, I do not see any reason as to why-not.

I'm not a DAC or Zones expert, but I believe you could also create a new Zone...one for each DAC.
I'm sure someone will chime in and correct me if I am wrong, but if the DACs show as audio devices, then I don't see why that wouldn't work.
