Yesterday around 6pm italian time I upgraded from 17 to 21, Win10.
I put email and transaction ID but still ask me to try later.

I can't restore because I still have to install MC21.
When I go to the Paypal support page and write the transaction ID together with my email the answer is always the same: try later. Shall I wait until monday? In your answre you suggest to see the restore page. But I can't restore MC21 because I never installed it. I'm still using MC17.

If you have your license key, you should be able to install MC21 and activate the license.  You can download MC21 at the top of this forum. Or here on JRiver's download page:

http://www.jriver.com/download.html

Then install your license.

Also note that you don't need the license to install.
Then you can activate it with your license later. So if you can't get it installed, something else is wrong.

The link I gave above is not to the Restore Page.  It tells you what to do.

You must install MC21 first.

The Paypal page you're trying won't do anything.  You have a license now (I checked earlier) and so you don't need to use Paypal for anything.
