I just started getting this error on ALL my 3 JRiver machines.  Running Windows 10, set browser to Chrome, got the error in JR20, upgraded to JR21 and still get the error.  It will access a site (say Pandora) but as soon as it attempts to stream, the black screen with "Web browser not working properly" appears.  Consistent on ALL machines.  Something has changed, most likely in Windows, but I don't know how to fix it!
