Here, I've ask to download what should be the Artist Artwork for Anat Fort...
Is THIS step correct?

That looks right. I did add the last.fm lookup to my video above, though, so you could confirm that yourself.

And here's the contents of my Artists folder...
Note that 3 of the 4 artists in my test library have images files downloaded and that none of those images appear.

That second-to-last screenshot was key. You need to update to the latest version of MC21, which is 21.0.50 as of tonight. The latest build is always a "sticky" thread pinned to the top of this board.
Your issue was fixed way back in November:
