The EQ icon will turn blue when no processing is being performed other than volume, and the output bitdepth is sufficiently high for the input to be properly represented.

This doesn't seem to be working in the current build of JRiver.
 
Tested:
16-bit source, 24-bit output: the blue light should be disabled when the volume level is below -48dB.
16-bit source, 16-bit output: any volume adjustment should be disabling the blue light.
24-bit source, 24-bit output: any volume adjustment should be disabling the blue light.

In all cases the blue light is active no matter what the volume level is.
