Jump Behavior: Frame to frame

Is it possible play in slow motion frame to frame? in a film, not in a audio file.

Not that I know of.
If your playing a movie/show and right click on the screen, you will see "Slow Motion Playback" menu where you can select down to 1/10 speed. That is the slowest I'm aware of.
