[Request] ALWAYS show the link bar expander icon (>>) when needed

The >> link bar expander disappears if the width of the UI is too narrow to show tabs and links, forcing the user to expand the UI width manually to recover the expander.  It would be most useful if the expander were always displayed when needed so that quick access to links is always available.

Coming next build:
Changed: Made the minimum width for showing links next to tabs a lot smaller (so it'll show at least the drop arrow).
