Does anyone has some experience of up-scaling 1080p(i), 770p etc. to 4k resolution on intel skylake HD530 or Iris Pro GPU's using RO Standard. Is GPU utilization near 100% or less? Is HD 530 enough?

Not exactly what you're asking, but I use a machine with an Intel i7 6650U/Iris 540 to upscale 720p or 1080p to 2736 x 1824 (not quite 4k, but half way there) daily.  It works perfectly with RO Standard without breaking a sweat, and is close to working well with ROHQ on normal settings (occasional frame drops). 

It's hard to assess what "100% GPU utilization" means with the intel iGPU's because they share a package (and heat) with the processor, so if the processor is very active the GPU may wind up throttled (power or thermal) where it otherwise might not (there's a similar tradeoff with shared memory, etc.). So the GPU may be able to "do more" when the processor itself is doing less if you follow me, depending on your cooling situation and form factor. 

I can't test at all as I don't have a true 4k screen, but I would be willing to bet that the Iris would be fine for RO Standard at 4K, but not even close for ROHQ.  Even more so if the device you're contemplating is a conventional desktop pc or a larger laptop with robust cooling.  My device is a Surface Pro tablet, so the heat dissipation is necessarily limited by the small form factor, which limits performance.

I have a 4K TV. I have an EVGA GTX 960 4GB for ROHQ.

A friend wanted to build a HTPC and asked me if skylake GPU is enough. He has also a 4k TV.

I have tested the following using RO Standard on my EVGA GK.
Playing a 1080p@29. xx Hz video leads to a GPU utilisation of 35% with GPU clock running at 1025,2 Hz (1279 max without boost). EVGA 960 has a G3D mark of ~5996 -> 5996*1025,2/1279*35% = 1682.
HD530 has a G3D mark of 930 which is much below of the value of 1682 for my 960. This would mean HD300 is not capble to upscale 1080p to 4k. Because its an extrapolation from NVIDIA->intel GPU and not reallity -  that's why I asked.

In my case, the Iris 540 has a G3D mark of 1346, so that's half again better than the HD 530, so the HD 530 may well not be adequate to task.

Just upgraded to a RX-460, with a relatively old 3570K CPU and RO/MadVr works superbly.

Can upscale anything to 4K using Jinc for both Luma and chroma. Can even turn 24fps movies to 60Hz (just did it as a stress test, wouldn't want to normally). CPU only about 30%. Beautiful results too! Makes me want to watch my old Blu-rays again!
