Audio issue when using 250 milliseconds buffering

When I play 96/24 or 192/24 6 channel flac using WSAPI and 100 milliseconds buffering, all works fine.

If I change the buffering to 250 milliseconds, all audio is converted to 16bit on playback.

Is there a reason for this?  Basically I thought this buffering setting would help alleviate an occasional skip wen playing back very hi rez audio.  Rarely happens but annoying when it happens.

Can someone help me understand what this particular "Buffering" setting is for and why would it force audio to be converted?
