New laptop buffering issues

no buffering from hard drive of laptop. I've updated the lan drivers but still happening. Anything to do with buffering settings? Or is it an issue with LAN connector, cable or network. But the cable and network worked without buffering on old laptop.

not sure if this is related as this occurred after I stopped using MC and was using the internet but similar drop outs occured when streaming video

Name resolution for the name wpad timed out after none of the configured DNS servers responded.

There are similar DNS server errors in the event log.

You've eliminated Media Center as the possible cause now.  It's probably in the network somewhere.

Try powering everything down and back up.  All PC's, network equipment, etc.

You said that you're using Ethernet over Powerline.  Try plugging the laptop into a different outlet. 

Make sure you have the laptop plugged into power when you're testing.  It's possible that the power settings on the laptop are affecting speed of the connection.

One by one, try eliminating each of the possible causes.  Switch network cables, for example.  Simplify your network.  Etc.

Antivirus is also a possibility.
