"Read-only mode" database

When I did the sudo start, it worked without problems, so it was correctly identified as permission problems.

Is there anything to change how permissions are handled?  I cant use my hard drive with it either.  If this is beyond the scope of this forum, no worries (I have had no luck after trying for a few hours searching online).  It seems that when I reinstalled the OS something went wrong and I have no permissions.
