How can I play this file?

I have lots of videos from GoPros and other action cameras in H264 format. They all play in MC no problem.

Well, after processing in an editor. MC doesn't play my 100fps source videos very well at all. But I just use that frame rate for recording, and edit them down to usually 25fps for display.

Is there something special about your videos? What are the;

Bit Rate
Bit Depth
FPS
Resolution
File Type (extension i.e. Container type)
Compression Tag

Your security camera instructions should tell you what the format is really. I don't think the .h264 extension is standard at all. After all, it is a description of the compression format, not the container type. It is bad practice to name the file that way.

But it is probably an MP4 file. So just change the extension to MP4 and see if it plays.

You can either record in avi or .h264 according to researching the net VLC player plays them.

I tried changing the extension to mp4 but that doesnt work.

The research I have done says to convert the file to mp4

JRiver needs to know what it is to play it. I guess they could add support for a ".h264" file extension, but that isn't a real container type. JRiver is doing the right thing.

VLC might be looking at the compression type to play it I guess.

If the instructions say you can record in avi or h264, then the manufacturers don't know what they are talking about, or are hiding the fact that they can only record in avi format and no other format. Because avi is a container type. H264 is a compression type. Two completely different things. In fact, an avi file can contain media in the H264 compression format.

Try using "Media Info" to see what it says about the container type.

Or just try changing the extension to avi and see if it plays in MC. If that doesn't work, change the extension to ".mov" (Or less likely, .mkv) and see if it plays. (It would make much more sense that the camera could record in either avi or mov file format, rather than avi or h264.)

Or post a small sample for us to look at.
