Ipc is a bogus library item which breaks some MCWS calls

I am repeatedly seeing the following from MCWS

- get zones to find which is active
- request zoneInfo for that zone
- get a response
- hit that URL for an image
- get <Response Status="Failure"/> in response

I believe this is always the Ipc library item that responds in this way and yields a 404 in response to MCWS/v1/File/GetFile and the aforementioned Failure in response to GetImage

This looks like a bug to me.
