Volume Leveling Doesn't Seem to Affect Level of Different Tracks

I have analyzed the audio of all tracks (yes it is a slow process) and enabled Volume Leveling in DSP Studio.

I still have to raise the volume to hear some tracks clearly and then the next track may blast out of the speakers.

Mode= Track Based,   Replay Gain= -4.5 Db,   Adjustment= Fixed 0.0 Db,  Total Volume Change= -4.5Db, Overflow Handling= Clip Protection I haven't changed these.

Are there any changes I need to make or am I doing something wrong?  Do I misunderstand what I should expect?
