Execute MCWS Command and Parameter Volume Up and Down Commands Issue

I am executing the command http://localhost:52199/MCWS/v1/Control/MCC?Command=10019&Paremeter=1
or the command http://localhost:52199/MCWS/v1/Control/MCC?Command=10018&Paremeter=1 in order to turn the Volume Down/Up respectively. The return value is <Response Status="OK"/> BUT it doesn't do anything at all the volume remains in its current state.
I know that I can execute a SPECIFIC MCWS command to turn the volume up or down but I rather run this command as a Command-Parameter. Is there a reason why those specific /mmc commands do not execute because other command that I execute using the MCWS Command-Parameter do execute successfully? Can you please try replicating this issue.
