It's likely your hardware. Are you running Intel integrated graphics, e.g. HD 2000, HD 3000, HD 4000? If so, Intel doesn't provide support or drivers for OpenGL 2.2 and newer on Windows 10 for those older iGPUs built into Sandy Bridge, Ivy Bridge, etc. CPUs.
The only 'workarounds' are to add a dedicated GPU (which is what I'd recommend doing if possible), downgrading to Windows 8.1 where there is Intel support/drivers (which is a total PITA, IMO), etc.
