Hi,
I have a pretty decent server:
Windows 10 Pro x64
i7 3770 CPU
16GB RAM
GTX 1080

I have this PC connected to my main TV (4k).

I want to set up a 4k projector in another area, but I don't want to spend another $1,000 on another MC PC.  I'd like to stream from the server to my new area.

Do I need a powerful machine to render the streamed content?  Does the renderer/client need to be powerful, or can it be any old PC I have laying around?

I would suggest that if you have an “old PC laying around” that you give it a try..

Does the server send/stream the video as a raw video, or does the server use it's own power to render the video (MADVR) and then stream the image...? 

Where/what machine actually processes the video?

The old PC wouldn't be strong enough for this w/o an upgrade to the GPU, which I'm fine doing, but don't want to spend $250 if I don't need to...

The server can either deliver the video file as is (Original) or it can Convert it on the fly to another format; the settings for this are in the server. And the client renders that to the screen; the amount of work that the GPU has to do will depend on the actual screen, it’s connection type, resolution and frame rate. So if you want to use your old PC then I am sure you could find a format that the server could convert to, which would not overload the old GPU (i.e. an SD format). But if you want to push HD you might need more power. There are a huge number of possible format variations, and you will certainly be able to find one that displays the video in some way. As I said before, the only way to find out is by trying it..

Thanks.  I think I might get an Apple TV 4K, but will do some research about JRiver w/ ATV.

Unless you are already an Apple user, take a good look at a nVidia Shield as well. Eventually JRiver for Android may run on it.
