Read Bob's second post, it tells you how to launch MC from the Terminal using the command xattr -d com.apple.quarantine /Applications/Media\ Center\ 25.app in macOS Catalina. That error is like Bob said above, it's because of the notarization requirement changes in macOS Catalina.
You might be thinking it'd be easy to just notarize MC and just release it, but it's not that simple unfortunately. The newer builds including 25.0.124 and 25.0.125 are actually notarized but there's been a lot of crashing issues reported with them. Mainly this stems from bugs/issues with Xcode (the Apple development app used to build MC on macOS) causing crashes in addition to the notarization requirement changes also causing issues. JRiver has been downgrading Xcode (from 11 to 10 then to 9) to try to fix the crashing issues with varying success. Finally from what I found out doing a little research, looks like many apps are encountering the same issues and not just MC, especially in regards to the Xcode issues that Apple needs to fix in Xcode 11.
It's just one giant mess at the moment really, with macOS 10.15 Catalina, iOS 13 and Xcode 11 having been some of the most buggy releases Apple has made in the last couple years.
