location of Desktop shortcut

Just curious.

In Win98SE, is there a reason that the desktop shortcut for MC is installed in C:\Windows\All Users\Desktop instead of C:\Windows\Desktop? MC is the only program I've ever installed that does this.

On NT/W2k/XP it does this so that the shortcut appears on the desktop for ALL users (though the path is C:\Documents and Settings\All Users\Desktop). I think it's a matter of code simplification. Not having (or wanting ;)) 98, I'm guessing that the latter is true.
