hwaccel on linux is not yet supported, we'll tackle that once we move to a newer base distribution. Jessie is unfortunately a bit too old to do something reliable with that basis.
For the record, mmal is no longer recommended on the Pi4, but there is an alternative, so its all fine.
For testing, just playing videos. On a Pi4 anything over 1080p is probably too much. VSYNC to avoid tearing is enabled on software side for us, but X would likely need to make sure its enabled as well.

I had smooth playback of a BD rip last night on the Pi4. Despicable Me, 1080p. It was using between 2 and 3 cores full out.

Are these changes specific to the Pi 4 or for other ARM devices as well? I'd love to get video working on a RockPro64 since the PCIe 4x slot could be used for some serious NAS capabilities.

I believe they're for any ARM device that currently works. It's not just the RPi.

Yes, it should theoretically work on any ARM device that MC can run on. Reporting your experience would be great!
