Okay. The exe file containing the installation is just a set of zipped files. Unzip the contents into an empty directory using Winzip or similar, and then use Norton 360 to scan the whole directory tree to see if any security warnings are displayed. Make sure Norton 360 isn't in Silent mode, so messages display.

If there are no warnings, try to install MC27 by running the InstallLauncher.exe program in the base directory you just created. If there are messages, fix the problems.

The administrator thing did not work. But the zip file did. Norton did not find any threats, no, sir. And installlauncher launched. Thank you for your help and patience.

Thanks for reporting back that unzipping the files worked. It is a weird issue and solution, but it has been reported a few times. There must be some reason for it, but it would be hard to isolate what it is.

In the past, I think once the first Upgrade (major version update) installed correctly, all minor updates should also install correctly.
