Off Topic - Help to identify a strange sound

HI there,

I have a noise emanating from one of my neighbours that occurs every 30 seconds.  I am unable to figure out exactly where it is coming from.  I am wondering if anyone can help identify the sound, which is like a weird "humm".  I have attached the mp3 here which is a combination of a few recordings that i did on my phone.  It is hard to hear at first.  as noted, it occurs at 30- sec intervals but I combined them here. 

Note because the forum does not allow mp3, I converted it into a MPG file
