can i unlock a ver 17 with a ver 27 key ??

No, you can't. A Media Center 27 license will only work in Media Center 27 (and the last few builds of Media Center 26).

But you could probably Restore your licence for version 17. https://wiki.jriver.com/index.php/Restoring_a_License
MC17 is still available for download here: https://yabb.jriver.com/interact/index.php/topic,75411.0.html

Once you have that information, you would be eligible to upgrade to version 27 at the discounted price, using the version 17 licence as proof of previous ownership.
