Yes with conditions.
VST plugins are binaries. They need to be compiled for the target system. You can't use a windows VST plugin on linux unless the author has provided a linux one.
Also note that linux MC does not support VST3 plugins yet (and I don't know that there are any VST3 linux plugins).
Here is one you can try out yourself, I just did the 64 bit linux one on MC27 and it works:

Thanks for adding VST3.

I can say that AuburnSounds plugins work fine. They use their own D based framework - Dplug.
But all JUCE-based and VST3SDK-based plugins don't show the GUI.
