Nothing has changed recently in this area.
A pause really is a pause, the device is held open.
Closing and reopening the device can cause a noticeable sound on some devices so we avoid doing that, in fact I believe that the pause actually feeds silence bytes to the output device (most output devices don't support hardware pauses).

Can we at least get an option then for pause to close the session and allow sleep for those of us whose DAC don't make random noises who want our computers to sleep when not really being used and on pause? I never hit stop for a few reasons but mostly because the keyboard media keys don't have a stop button, only pause and also because when I return I want to continue where I left off not start an entire new playlist or restart the song from the beginning. Pause is tactically what I want as a listener but without the unforseen side effect of never letting my computer or display sleep.
I think the reason I am just now noticing this as a problem is recently I have had to switch from using menuBus for my systemwide audio plugins to Sonarworks SoundID due to Monterey breaking menuBus and it no longer being under active development. One of the advantages of menuBus over Sonarworks was it closed it's core audio session and stopped preventing sleep after seeing some buffer interval of silence whereas Sonarworks keeps the session open and like you said keeps pumping silence and preventing system sleep.
