i can open and use ozone 9 without any problems..JRiver 28 cannot load presets even before the arrival of monterey...I also posted a message about this a while back for an earlier build...

I forgot to mention that this problem happens with my mac mini M1 Monterey. With my Intel Imac and MC 25 the same videos are reproduced well

Under MC's video settings try turning off Hardware Acceleration if it's on.
Also try the new build just uploaded.
