Yup, SVP (Smooth Video Project) works well. I've used it for years now, first with madvr and now with JRVR.

And with which CPU and GPU?

This is the one thing I don't get it, why so little attention on this, ESPECIALLY for linux because the lack of tv refresh rate change within JRiver and I even I managed to achieve that using this -> https://gitlab.com/lvml/mpv-plugin-xrandr
Using MPV with options --video-sync=display-resample --interpolation
mpv --hwdec=auto-safe --video-sync=display-resample --interpolation moviefile.mkv and see for yourself.
This especially for OLEDs displays is a god sent.

I really would like to play the movies in 60fps.

I have this issue as well. I have an AMD 7900XTX and on my HTPC I have been using jriver for many years.
My LG G1 OLED gave me an option to smooth motion and I have jriver set to change to the appropriate frame rate. This was all fine if you used the TV in no 4k mode as the options were greyed out in 4K Deep Color mode.
Recently LG removed these options altogether and the non smooth motion on HD and UHD content is driving me crazy!
Can I modify MadVR to ensure the framerate always matches or what are these smoothing options you speak of?
Cheers
