Went to upgrade my Windows based PC server from 27 to 29, had a tough time getting it to install, kept getting "installer not responding" issue's. It did finally go through the setup after several restarts and attempts, but once it was installed when I tried to open either MC27 or 29 it would run the RAM to max and hang there, bog the machine completely and either eventually crash the machine or simpley not open MC as an APP, MC was running in processes, but never as an app in Task Manager. So I had to unistall both along with the side program 29 had with it, and then reinstalled 27 which is once again running fine. Kind of a long winded question, but I don't feel like going through all that again if MC29 won't run on Server 2012-R2 anyway...

JRiver doesn't support running Media Center on Windows Server. It's an unsupported configuration and if you use it you're on your own if you have issues.

It's possible your antivirus software is preventing installation.

I'm not running any anit-virus and all the security features are turned off, its a single purpose machine - only serves or renders

On Windows, you are running Windows Defender.

Server 2012 R-2 does not have windows defender

OK.  Why are you running Windows Server?  It's not meant to be used as a media server / player.

The lowest, cheapest version of Windows 10 or 11 would be a much better choice.  Whoever is telling you otherwise is passing on gossip they've heard.

Server is much quieter and more efficient without all the bells, whistles and background processes of even the cheapest full version. That's not gossip, its proven fact that can be heard

Computers are really good at doing lots of little things.  You can't hear what the OS is doing. 

You could hear electrical interference if it were really bad, but that's hardware, not software.

What you're using is 10 year old enterprise software.  Ditch it.

Instead of using an old windows version, you could use a third party program to strip windows down to absolutely bare essentials and remove all bloat and telemetry and possibly also try to undervolt your cpu if you want silence, maybe even change thermal paste of your cpu cooler etc.

This is a very BAD idea and is bad advice. When you go and use apps and scripts to 'tweak' Windows 10 and Windows 11, you're essentially breaking the OS by putting it into a state that Microsoft doesn't do any sort of testing for where unforeseen things can and do happen (which honestly all of Microsoft's testing these days is done in virtual machines with their "Insiders" working as free testers, even though most feedback Insiders give is ignored and buried in the Feedback Hub app). Just install Windows as-is, configure it via the various settings available in the Settings app and leave it alone. The more you mess with Windows 10 and Windows 11 tweaking it by disabling apps, disabling services, trying to disable telemetry (which you fully can't), the more likely something is going to break. Both OSes are incredibly easy to break (and I can't stress this point enough), especially if you're downloading random "debloat" PowerShell scripts off some random Github page. Just don't do that, just because you can tweak services and use the registry editor, doesn't mean you should, especially if you have no idea what you're doing. And if that's not acceptable, maybe think about getting a Mac or replacing Windows by installing a Linux distro.

I can't tell you how many times I've had to fix Windows 10 PCs where somebody ran some random debloat script or a third-party tweaking app and they break Windows in a way where the only way to fix it is to reformat it.

Windows Defender is not standard on all versions of Windows Server 2012 R2.  This article refers to 2016 and later.
