 - Left edge persists the resize cursor far outside the window with or without it overlapping another app window.
 - Right side does not persist the resize cursor outside the window without it overlapping another app window but does persist if it overlaps.  Grab region width is a few pixels, not just one.  Clicking to grab and resize doesn't always actually grab the window edge to resize but sometimes does, seems somewhat random.
 - Bottom edge persists the resize cursor far outside the window with or without it overlapping another app window. Again actually clicking to drag doesn't always work even if within a pixel or two of where the resize area begins
 - Top same as bottom

In general the behavior is almost entirely unpredictable with the cursor state and the actual grabability of the window.  It seems like there must be a ton of really fundamental bugs in cursor and resize click handling.  Like something someone really needs to dig deep on and rewrite almost entirely.  It doesn't work at all the way the normal Mac apps like Safari etc work. Resize via bottom right corner seems quite a bit more reliable than by any of the sides or other corners but is still problematic.

Yes, but for now video is not useable as long as no video play can be ended normally. Apple will not solve the Ventura issue (soon).

As I suspected it's an issue with the fullscreen API we are using.
There will be a build tomorrow that will workaround the issue by disabling fullscreen mode (top and bottom bars won't be hidden) on 13.0 and above until we can figure out how to make it work again.
