Very strange.... wont work for me.
mightyhun had so many problems also trying to get it to work then out of the blue it finally did work for him.
I sent him my bin file and he made some adjustments to it, we cleared the registory under his instructions, reloaded his bin file and still it wont work for us. We have now done this three times and still it wont work. Something is wrong here..... Three days on this and now we have given up Im sorry to say....

my guess is that something else is eating your keyboard shortcuts

did you try in a different player? e.g. mpc-be
what keyboard shortcuts did you set? did you try different ones? did you try different windows having the focus when doing this? which window has the focus when you tried?

you might have tried all that already of course but it's the things I'd fiddle with if I were you
