On other question, you are closing from being in Media Server mode with the UI still showing then using quit?
(the alternative would be with the UI not showing and hitting the MC media server icon and doing close media server)

I just traced that and it does save the views so I'm not sure exactly what's going on.

Now that I have turned off DLNA Renderer I can still run in Server mode and still preserve the tabs.

That's an interesting observation since the renderers need to be told to bye-bye when MC goes down (that's the hesitation on close) which alters the shutdown procedure, especially if a renderer is stuck.
