Graphics Card Question

I have a question for you guys about Video Cards.
My Computer:
1. Intel Core i7-6700K Skylake 4.0 Ghz
2. Gigabyte Z270P-D3 LGA 1151 DDR5 Motherboard
3. Corsair Vengeance LPX 16GB (2 X 8GB) DDR4 3600 MHz
4. MSI GTX 1070 8GB GAMING X
5. Creative Sound Blaster Z SE Internal
6. MZHOU PCIE 2.0 X 1 to SATA 4 Port Adapter Card
7. Intel Motherboard Liquid Cooler - BXTS13X
8. CORSAIR 750W Power Supply
9. SAMSUNG 970 EVO Plus SSD 1TB NVMe M.2
10. SanDisk SSD PLUS 1TB Internal SSD
11. SanDisk SSD PLUS 500 Gb Internal SSD
12. Western Digital 12TB WD Red Plus

Windows 7 64 bit Operating System.
Here is my question:
I use Media Center 30 to listen to music using the Spectral analyzer (bouncing boxes) on a secondary monitor which is a TCL 4k Flat Screen set to 1080 Resolution. My primary monitor is a HP 1080.
I also have a camera system around my office with 16 cameras.
I can bring up the cameras and monitor what’s happening around my office.
Last night I was listening to music on the TCL and had the camera system up on my primary monitor. What I noticed is the Bouncing Boxes weren’t smooth with the camera system.
They were jerky with the camera system up on the other monitor.
My question is am I dealing with limitations of my Graphics Card?
I can buy an RTX 3070ti which is supposed to be 98% faster than the GTX-1070.
Will this solve the problem with the jerky Bouncing Boxes?
And for the record, I do have Hardware Acceleration turned on and the Camera system displays all 16 cameras on one screen.
You can double-click one of the cameras to bring that camera up to Full screen.
I don’t mind buying the RTX 3070ti but I need some advice on whether this should solve the problem.
I don’t want to waste money if it won’t make any difference.

Hard to say since you have a fairly unique setup. I'd recommend benchmarking your performance and watching your temperatures and resource usage under similar load. W7 is quite old, too, I wonder if you'd have a better luck on W10 or W11.

Leaving Windows 7 is not a an option.
I could go into all the reasons but it would just waste space.
Let's make it simple.
Does the Spectrum Analyzer place a reasonable amount of demands that an older Graphics Card ( older than GTX-1070) might not be able to cope with?
I know the Developers read this Board and I am not an expert on these matters.
I have checked temps and the Spectrum analyzer does not raise temps more than a couple degrees.
Simply put, from the Developers point of view would they consider a GTX-1070 more than adequate for JRiver 30 or would they consider it a little dated based on the hardware requirements JRiver requires?
I guess another way of putting it is every program has minimum System Requirements.
Does a GTX-1070 meet or exceed those requirements since I am sure the Spectrum Analyzer deals with Frame-Rates like a Game or other similar programs.?
I don't mind buying a faster card but having an idea of what JRiver feels are minimum Graphic Card requirements would really be helpful.
And if those minimum Requirements are Posted somewhere just point me to them.

We don't make specific hardware recommendations. Sorry. Just too many variables.
You might try running a benchmark in MC. It's under the Help menu. Then paste the results here.
