This tells you that the problem is not MC, but is definitely firewall or, more likely, antivirus.

Read the Windows Defender thread and follow the instructions there.  Uninstall any other antivirus.

Tried everything nothing worked. Double checked no virus programs including defender running still not working

Upgraded to 31.0.17

Now works fine again!!!
