Create an autonomous MediaCenter installation on an external drive (Windows 11)

I have a JRiver MediaCenter 31 installation (single library) on a Windows 11 PC (Machine A).
I would like to clone this library along with whatever MediaCenter programs are required onto an external USB drive
I would like to connect this external USB drive to another Windows 11 PC (Machine B).
I want to be able to play any of the music from the external USB Drive on Machine B. MediaCenter is not installed on Machine B.
What is the procedure to accomplish this?

Using Media Server would be better, but you can do this with the Portable Drive Installation:
