When I use any of my external dacs (Khadas Tone2, Schiit Jotunheim 2), require me to select 48 KHz to utilize the dac.  Should I try to modify this?

Maybe try enabling exclusive mode for WASAPI and see if that gets it to work?

That did work, thanks!  In the future now, I have to close JRiver to run some of the other programs that have sound drivers?

Don't have to close it. Just stop playback if you want something else to play audio.
