Can I buy it for my friend that lives in Russia?

Hi, I am not one of the developers or related anyhow to JRiver except from being an end-user.. But may I suggest, in case of difficulties, one always could think of using a VPN? Your friend in Russia could point it to your country then... Not sure if it solves your problem. But you could at first try with it without VPN with your (if you have one) license. And, if this does not work (though I think it will just work), try it again using a VPN. Hope this helps.

Somebody living in Russia may well be able to download MC Software using a VPN to get past any restrictions but it will not work with Purchases because, even when using a VPN, the source of the funds will always be a Sanctioned (BLOCKED) Russian Financial Body/Institution/Bank.

Afaik activating with mjr files works even If the PC has no Internet connection at all. So at least that should work fine wherever you are.
