external QAAC encoder failing

I convert all my purchased lossless tracks to compressed AAC for playing with my DAP & in my car. I recently had to reinstall Windows and MC30, and whereas I'm using a previously configured "external encoder" that has never given me problems, today I am getting nothing but failures and I cannot figure out why.
It appears the encoder itself is failing because the intermediate 'wav' is being created, and if I enable "hide command window' the QAAC window only flashes for a mini-second. I've checked files&folder permissions and reinstalled MC30 to no effect. I have included the encoder and options below. I'm missing something--maybe someone can see it, or has an suggestion...
