songs not being pulled from cloud play

This is an old problem that is even worse now.
I have Option Include files from cloud play set at 60% and
lucky if I get 9 out of 100 songs in playlist from cloudplay.
I tried very common songs as the seed and same problem.
Even when I use Play with play doctor & Cloudplay I get mostly
songs on my drive. That used to show all songs but the seed being pulled
from cloudplay.
I even tried turning off AVG. Sometimes if I choose a cloudplay song I will
get more songs from cloudplay.
It used to work fine with MC30 but even that doesn't work any better.

Full version of MC?

32.0.16 most recent but it did same thing with 32.0.08 and
tried with MC 30 last version.
