Ventis Media (MediaMonkey's parent company) isn't based in the US. That's really the key here, any US-based company has to be very careful in regards to anything Apple as it's much easier to issue cease and desist and/or lawsuits here than anywhere else.

I use an app called "BTR Amp" on my iPhone. (Can't stand iTunes and never use it).
You can set up a "Remote Folder" in JRiver that will automatically sync with whatever Playlists you add to it.
Then you can set up BTR Amp to sync with that folder.
Plus it is an amazing app for playing music with great Apple CarPlay support. Very interactive developer who is very responsive to user requests for any issues and improvements.
Also though they have a subscription option they also have a 1 time lifetime payment option (Can't stand subscriptions either).
The only caveat is that any apps on the iphone that use the Apple music library to pull data and make suggestions etc... can't see your music.
