If I wish to update to MC33 and switch from Windows to Linux. Can this be done without purchasing a new license?

It depends on the type of license you have for MC33; Windows or Master license. If it's a Windows license it only works for Windows, in which case you'd have to upgrade to a Master license. If it's a Master license you should be good to go as it'll work on all three platforms MC runs on (Windows, Mac and Linux).
