The other issue is the material costs.  The US already "debased" the 1962-82 penny (was 95cu/5zn @ 3.11 grams) to a Copper Clad lighter penny (now 5cu/95zn @ 2.5g) to extend Seigniorage. 
- 62-82 Penny has over 3 cents of raw material
- 82+ Penny has about 0.7 cents of raw material

...but on top you would have to add alloying, minting, and distributing the coins.  Pretty sure the US loses money on every penny.
