Need help with SMARTLIST design

I need help with a Smartlist design.

I want to play a group of files:
1 song   - rated 0
2 songs - rated 1
3 songs - rated 2
4 songs - rated 3
5 songs - rated 4
6 songs - rated 5
and I want them to play in a randomized order.
HOWEVER, I want these to be picked by oldest date last played.

Next, upon playing the last song of this cluster of 21 songs, I want it to automatically loop around and pick the next oldest songs by ratings, playing that batch also in random order.

This is to continue on indefinately until stopped.

Anybody got any clues on how to do this?
So far all I get is confused

Perhaps, but they say automation will eventually replace us all.  
I thought I'd start with my D.J.  
Heck, since his viagra prescription ran out he is about useless anyway   ;D
Then I can put the money I'd have paid him towards a new toaster-oven, perhaps get my hair done, maybe even a new dress   ::)

My guess would be that you would need to break it into batches and use seperate lists for each part of the procedure...

Something like:

First of all I would guess set up 6 playlists with the rated tracks and in the dated sort order.  Then you would set up a smartlist that picks the first track from playlist one, the first and second from playlist 2 etc.  This sorts out your first twenty one - just add a sort:random to make it random.  The only way I can think of at the moment to do the rest is to set up a smartlist for each batch of 21 and then a final smartlist to play them...

I'll have a think about it tonight when I get home and see if I can come up with a better solution although it may be difficult as none of my tracks are rated...(my rating system is if I like it it is on the HD and if I don't it gets deleted...)
