how do i encode files change bit rate?

Hi, to whom this may concern..
thankyou very much for taking your time to read this post and possibly help me in the process ...
i am trying to change my songs from cd to wma(windows media audio)
at a low bit rate 20 and a high bit rate about 90 i am not having any luck
i cant even find a converter dialog box
or the change bitton as described in the help section im sorry to bother anyone with my troubles but ive been trying to do this for two daze now with out any luck so i was hopeing someone would know these answers its very much appreatiatd. 8)
